The Alaska Housing and Finance Corporation is offering help to the public for weatherization and energy efficiency improvements, in the form of a couple of rebate programs. The Home Energy Rebate Program has no income requirements associated; there's a public hearing on making the emergency regulations permanent. Here's a PDF of the emergency regulations, which basically expand the program to any income level, and disregard whether somebody has gotten a rebate before. There are other changes, too, so take a look.
